Outerleg fully down touching the fork lug and damping rod fully down. Measure from the out leg rim down to the oil. Wouldn't get to caught up in exact measurements my forks came from ktm brand new with a gap of 150mm in one leg and 110mm in the other. You can probably go up to 130/140mm gap before you start
